California Governor Gavin Newsom has signed two AI safety bills governing third-party assessments of AI systems, including requirements for external auditors and Independent Verification Organizations.
One bill proposed by Assemblymember Rebecca Bauer-Kahan establishes a registration system and ethical guidelines for external AI auditors. The other, proposed by former congressman and state senator Jerry McNerney, assigns California authorities to set standards and assess verification organizations’ qualifications and evaluation capabilities.
Anthropic had publicly supported the legislation. OpenAI also voiced support before the bills were signed and said it would continue advocating AI safety legislation across US states.
Newsom called on the federal government to introduce nationwide AI regulatory rules as soon as possible.
